Test purchasing operation catches two out in Melton Mowbray

Off-licences, which have been caught selling alcohol to an underage teenager, are being named by the police in Melton Mowbray for the first time.

Police officers in the town have decided to publicly name those businesses which fail test purchase operations and those which pass will also be named to acknowledge the premises which are selling alcohol legally and responsibly.

On Friday 20th February 2009 officers visited 10 off licenses across Melton with Trading Standards Officers and were accompanied by a 15 year old male.  Two of the ten premises sold alcohol to the teenager.  On both occasions, the shop assistant was given an £80 Fixed Penalty Notice.

Sergeant Lee Morris said; "While I am pleased that only two of the ten premises broke the law it is still two too many.  If we are going to reduce incidents of graffiti, vandalism and criminal damage we need to make sure young people don't have access to alcohol and that means making sure licensees stick to their legal responsibilities.  We know that underage drinking and associated anti-social behaviour has a negative impact on many neighbourhoods so our test purchasing operations will continue and our new policy of naming the premises which pass and fail will also continue.  Hopefully this will make licensees think carefully and always ask for a young person's identification before making a sale."

"We encourage licensees to use the Challenge 21 Scheme and ask anyone who looks younger than 21 for formal identification.  Information on this scheme is available from Leicestershire County Council or Trading Standards."

The following premises FAILED the test purchase operation:

  • Tesco Express, Nottingham Road
  • Northfield Stores (Londis), Charnwood Avenue

The following premises PASSED the test purchase operation:

  • Asfordby Road Stores, Asfordby Road
  • Staveley Road Stores, Staveley Road
  • Brobot Petroleum Ltd (Jet), Thorpe Road
  • Spar Store, Valley Road
  • Best One, Grange Drive
  • Supermac, Grange Drive
  • Kogul Stores, Barker Crescent
  • Midlands Co-Op, Bradgate Lane

Premises which have failed a test purchase will only be named and shamed by police once the license holder has been informed.

Anyone with information about an off-licence or pub that sells alcohol to young people under the age of 18 should call Leicestershire Constabulary on 0116 222 2222 or Crimestoppers, which if free* and anonymous, on 0800 555 111.
