13 January 2009 Council supports county through downturn

A package of measures to support Leicestershire through the economic downturn has been unveiled by the County Council.

Council leader David Parsons says his authority will do all it can to ease the downturn’s impact on county people.

Key measures include:

• £8.6 million of efficiency savings, to help the County Council protect frontline services. This is on top of £21m achieved in recent years

• An extra £4m to care for elderly and other vulnerable people

• Doubling the County Council’s support for debt advice groups

• Providing £375,000 to help stimulate the local economy including regeneration, business support and inward investment

• Working with suppliers to make it easier for them to do business with the County Council

• A £87 million boost for building projects such as design work on the Melton and Sharnford bypasses, refurbishment of libraries and respite care in Wigston

• A below-inflation Council Tax rise, of 3.5 per cent – less than the Government’s current inflation figure

Council leader David Parsons said: “I know that people are worried about rising bills and the threat of unemployment. That’s why I have unveiled a series of measures to lessen the pain. The County Council can help, by offering support and keeping our own costs down. We have successfully brought down the level of council tax increases over recent years with the ultimate aim of having a zero increase.”

The County Council’s Cabinet will discuss the draft budget on January 13. It will be considered by the Council’s scrutiny committees before the budget is finalised by the full County Council meeting on February 25.

Background:

A 3.5 per cent increase is the equivalent of raising the County Council’s share of band D bills by £35, taking the County charge up to £1,043.

Key points of the draft budget include:

• A £20.7 million investment in services, including an extra £4.2 million for adult social care and an extra £1.7 million to deal with waste

• Service improvements of £2.1 million

• £10.3 million of savings, including £8.6 million of efficiency savings

• £95 million for capital schemes

Final Council Tax bills will include precepts levied by the district and parish councils and the police and fire authorities. Their proposals are expected within the next month.
